After SP3 Windows Update does not offer updates

Since I installed Service Pack 3 Windows Update does not offer the
appropriate monthly security updates except for the monthly Malware
Detection patch. This happens on 3 computers all configured the same
way.

Any ideas why this is happening?

Updates are not installed successfully from Windows Update, from Microsoft
Update, or by using Automatic Updates after you repair a Windows XP
installation:

NB: Also applies to clean installs, upgrade installs, and Recovery
installs.
