After Marking as Final

is there a way to bring that presentation over to a new one (by Reuse Slides
function) and maintaining the Mark as Final functionality. The goal would be
that the bulk of the presentation would not be able to be changed except for
the slides that are added-in (ex. A title page that they would customize).
 
No. PPT's "protection" is pretty much all or nothing.

By the way, "mark as final" should not be considered protection from
editing. It's only a convenience thing -- just lets users know this is the
final file and forces them to "save as" with a new name or click "mark as
final" again to turn it off.
