advapi32.dll error with bootvis

I'm trying to find out why my PC takes 15 minutes to boot-up
even when all startup progs. have been disabled.

I've attempted to use bootvis but receive an error to
do with advapi32.dll

Reading elsewehere it appears that I may need an updated version
of advapi32.dll

Anyone know where I can download this from ?
