Advanced MP3 tag formating tool

Is there any mp3 tag formating tool in which I could:
1. Make id3 tags from filename
2. Specify that I want ARTIST NAME (uppercased), and That Each Word In Song
Name Has First Letter Capitalised

So i want: "ARTIST NAME - Any Song U Think Of.mp3"

Most will let you have all upper, all lower or "sentence" (first letter
cap) but I don't know of any that do what you want. Which doesn't mean
that one doesn't exist.

MP3tag from http://mp3tag.de/en/download.html
You can also create your own conversion actions in case you want a
not supported standard conversion.

You probably can do it using mp3bookhelper. It has just about everything
you can possibly want. It's been a while since I've built any new name
templates (I've been out of the MP3 game for awhile), which is the only
reason I can't answer you directly. But I noticed UPPERCASE and Capitalize
All Words among the case options.
