to know if you can use two adsl modems on the same phone
line?

No. One phone line = one ADSL connection = one modem.

If using PPPoE, you are likely only allowed 1 PPPoE connection even if you
have a block of static IPs (which are routed through your PPPoE IP).

With SBC Yahoo adsl even attempting to plug 2 DSL modems into the phone
line (even if one is turned off) prevents the one that is on from being
able to sync. Although, I heard of someone in a different country that
could have multiple PPPoE connections.

You could always try it (shouldn't hurt anything). But do not expect
success.
