ADOBE CS3 QUESTIONS

I am still new to this space, I was wondering if you could suggest, if
I should use the upcoming release of Adobe CS3 or may be look at some
other alternatives that you suggest provide a better value for the
buck. Please do let me know what you think. Thanks!

The tools that you use is not as important as the knowledge of how to use them.
Learn HTML and CSS first.
Once you have that done, then decide on what you want/need.
