Is there any alternative to Adobe Acrobat that can insert/delete pages of
pdf document and modify the text of the document at lower cost?

No. TTBOMK, all the cheaper PDF creation tools just convert, they do not
allow editing - Acrobat's your only choice.

How about free? Try Open Office, it can output to *.PDF. However, a
PDF document that has been previously created with Adobe Acrobat,
unless it is unlocked, can not be modified.

Thanks for your suggestion. It seems too complicate. PDF creater is quite
low cost and I am looking for a bit higher cost for some simple editing
function but not as high Adobe Acrobat. Just change the pages and modify a
couple of letters in page.

Ray,

I think you don't understand the main part of Acrobat documents. Adobe
has established a program that is designed to work across nearly all OS
platforms as a standard. It works on Windows, Linux, Apple, etc. and
provides the viewer with an exact view of the document as created by the
author.

One of its main selling points is that it can create documents that
cannot be altered, and can even control the option for printing. This
provides a lot of security for manuals, archived documents, legal
documents, etc.

You may want to change a page or two but that's exactly one of the
reasons an author uses Acrobat.
