OK. A virgin install of XP Pro. I create a user acount "SBURKE" and give it
Administrator rights.

When I try to install programs under "SBURKE" why does the system require me
to login as Administrator?

Is "SBURKE" = Administrator an administrator?

SBURKE is an account with administrative privileges and should not be
getting error messages when installing software. You do not need to log
onto the built-in Administrator account (which is normally hidden after
you've created another user account with administrative privileges) in
order to install programs.

You will need to tell us what programs you are having difficulties with
and the exact text of the error messages for more focused help.
