Administrator software installs

We have several OU's withing active directory that each
have their own group policy applied. Oddly, despite
these policies being nearly identical they act
differently when installing software. When a computer
has a policy applied, even a user with in the admin group
cannot install software. As soon as you remove the
computer from the policy, and refresh (ie reboot) they
can install the software just fine. I have found a
couple policies that effect software install but haven't
found a way to allow just admins to install.
