When I try to download or update a program (eg
messenger), a msg comes up saying that "you do not have
the permissions required to install X program on this
computer. Please contact a person who has full
persmissions on this computer."
I am the administrator on this computer, there are no
other users. I have tried changing various security
settings but noo results. Any help please???

Hi,

Are you part of a network or a stand alone computer. Seems that the Software restriction policy or a tuned group policy is in effect in your organization.

M. Rajesh,

while attempting to download messenger(new version, wil not allow me to open
without downloading new version)I have the same problem, although mine says
"Verify you have access to file C:\WINDOWS\Sysytem32\RTCRES.dll.
then says error code '1603
I do not know where I can go to verify this problem, any help ???

Thank you very much,
J. Ross
