Administrator has problems

As an ADMINISTRATOR I can log in but can not open Windows
Explorer /Control Panel/ Recycle Bin/ My Computer or
Internet Explorer or Download / Install any programs.
However, MSExplorer and other programs like MSOffice open
normally. Also, the 'Limited' user functions normally like
before without any ADMIN privileges.

Local, I guess ... I am on XPHE and have only 1 desktop.

Sounds like someone has been playing with permissions on files and folders.

Good question. Here's the Win 2000 way:

but it won't work for XP since there is no basic template.
