Administrator function confusion

I seem to be having a problem with the administrator
function. The initial administrator function has been
deleted and a new user that has administrator functions on
my laptop does not seem to have total administrator
abilities. For instance, in the computer management of
administrative tools, there are no local user or groups
selection. In the administrative tools, there is no local
security policy selection. Options that were available no
longer seem to be showing on the computer. Any thoughts?
