Administrator can setup hibernate other users not

Administrator user can set hibernate related actions in
Power Management but other users have diferent settings
and are not accesible to change.
Any ideea what rights the user must have in order to
change the settings (e.g. associate hibernate action with
standby button or close laptop lead...)? If afterwords I
remove the rights I hope the settings do not default to
initial.

the settings are those made by the administrator account in this case.
limited users cannot customise ir override the administrators settings. they
are stuck with whatever the administrator decides.
