administrator account

Someone in my house has put a password on there user account and changed it
so that they are the administrator account holder.They have limited my
account so that i can not download and install new programmes. But they have
forgotton the password and no password reset disk was created. Now i cant
install anything new because i cant get in to change my privelges. Does any
one know how i can sort this without getting in to the admin account,or know
a way that i can get into the admin acc.
