administrator account

My husband and I bought a Dell computer with windows XP
Family. I was just told about setting up an
administrator's account on our computer so that we could
observe what our children happen to be looking and doing
on the computer. Any idea how to do this?

Also, consider purchasing a good Internet Security program,
such as Symantec's Norton Internet Security 2004 and
enable "Parental Controls".
