Administrator account has access restrictions

Hi there

I'm trying to go into Internet Options in IE, but when I do, it says:

"This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator".

I am the SysAdmin, and I have no idea what's going on. The account
logged in is an ADMINISTRATOR, and I've taken over from a guy that knew
even less than me [scary].

How can I fix this so I can enable the user's internet proxy?
I can't get into INTERNET OPTIONS!

if this is a networked pc then it could be a policy restriction set on the
server, if this is a standalone pc run gpedit.msc and check the restrictions
set here apply to all users including admins
 
This restriction can also be caused by spyware. Update your spyware program and check
your system on a regular basis.

If you are running Spybot already, open in Advanced Mode and check this:
Click on Immunize and uncheck the option "Lock IE control panel...." (Under
"Recommended miscellaneous protections" section) - old version 1.2
Exit Spybot and restart IE
Or Newer Version - tools - IE Tweaks - check settings there.
Make sure under Tools, IE Tweaks - Miscellaneous Locks - that you aren't blocking
anything there.

Re-enable Internet Options:
