Administrative Tools Won't Open

After ungrading a Windows ME system and installing SP2, the Administrative
Tools icon in the Control Panel will not open. Also when attempting to
install a program the message "Could not access network location <Coimmon
Administrative Tools>.AllUsers\." They can be accessed from the All
Programs choice.
 
Thanks for the help. The first attempt (editing the registry) did not work,
but I had Norton System Works 2003 installed. I restored the original
system, removed Norton and then upgraded to XP. The problem still existed,
however this time editing the registry as described in Q315352 did work.

Norton System Works/AV are poison. Just me humble opinion. [jumping back
to avoid flames... ;) ]
