Administrative Tools Missing

I just upgraded to Windows XP from Windows 98SE and in the Control Panel
there is nothing listed under Administrative Tools. The screen opens up,
but there is nothing there. I've tried googling the problem but haven't
come up with any information. Does anyone have any ideas?

Wizards, Microsoft Net Framework Configuration, and Desktop.Ini
Configuration Settings"
Are those tools that I can live without? I am new to XP.

I never use those options (.NET configuration shortcuts). In case you need
it, you can create the missing items manually. See the table below:

Sharon,

Those files/shortcuts are present if you have the .NET Framework installed.
Did you have it installed in the first place?

I tried that and couldn't get it to work. I keep getting error messages
saying the files couldn't be found.Perhaps I was doing something wrong?
