Administrative tools failure

What to do when selecting an administrative tool, it
hangs and/or crashes, leaves no error message? The
system restore wizard crashes. When trying to access
services and applications to fix it, THAT hangs and or
crashes without producing an error message. I have
adminstrative access and I have restored all the system
files in the event of some corruption there. It didn't
help. The rest of the operating system appears to work
fine, but I need my to be able to use all my
administrative tools, yes? (Other system tools work
fine, too.) Oh yes, I could find nothing in the knowledge
base on system tool errors or fixing them. I must be the
first person to ever encounter such problems, it seems.

Did you try reinstalling the administrative tools ??
Your machine is clean ? as there are some malware that
specifically cripple use of admin tools.
