Administrative tools are missing

After applying several updates and reapplying SP3 (because
it did not apply all of the fixes) my w2k server is running
better but I only have active directory and domain
controller tools. I am missing security options, services,
terminal services and so on. Does anyone know how to
restore these tools without disrupting services on the
application server.

You'll likely need to recreate the shortcuts to them.
