Administrative Tool and XP Pro w SP2

I just upgraded a computer from XP home to XP Pro w SP2. Administrative
Tools does not show up in my program list.

Does anyone know why?
 
Right click on the "Start" button and choose "Properties". On the "Start
Menu" tab, click the "Customize" button next to the Start Menu radio button.
Click on the Advanced tab. Scroll through the list of "Start menu items"
and ensure that under "System Administrative Tools" the "Display on the All
Programs menu and the Start menu" option is selected.

Wonder why the install doesn't put it there in the first place.
