Admin User Issues

I followed the recommended approach for securing an MS Access database

1. Create a new workgroup file using the MS Access workgroup administrator program (wrkgadm.exe
2. Assign a password to the Admin use
3. Add a master user and add to Admins group and assign a passwor
4. Logon as master use
5. Create a new database file (MS Access XP using 2000 format) and import all Access objects from the original data database (MS Access 2000
6. Remove Admin user from Admins group and remove permissions from the Admin use
7. Add groups and user
8. Remove all permissions from the Users grou

When I log on as the Admin user I get the following message

"The database is in an unexpected state. Microsoft Access cannot open it

All other user work correctly.

Second issue

I log into the database as the master user. I add a new user through the security forms. I exit and re-enter the database and it does not ask for login credentials

Any help would be appreciated

"The database is in an unexpected state. Microsoft Access cannot open it"
That is a good indication of some kind of corruption in your database.
Second issue:

I log into the database as the master user. I add a new user through the
security forms. I exit and re-enter the database and it does not ask for
login credentials.

That means you are not pointing to the correct workgroup information file.
Either use the Workgroup Administrator to join the proper workgroup or,
else, create a shortcut that points to it. See the Security FAQ.
