Admin Template Outlook Misc. PST Setting

I am attempting to change the default location for creation of a users PST
folder to the users share on a server and its not changing. The setting says
Enabled in the GPO and the GPO is linked to the Users OU.

I changed the PST setting in the Outlook>Miscellaneous section of my
Administrative Templates to be

\\servername\users\%username% (users) is a shared drive on a server that
has a folder for each employee and each users folder is called %username% and
that is set up when the user is initially created in AD.

but if I log onto a machine as a user that doesn't already have a profile on
that machine and go to File > Archive it still wants to set the PST to
%userprofile%\Local Settings\Application Data\Microsoft\Outlook

Microsoft does not support pst files on a server.
This is because Outlook requires constant read/write access to the file.
If (and when) you experience data corruption and loss, you're on your own!
A better way to do what you want is to install the pst backup utility so
that when users close their copy of Outlook, a copy of the pst file is made
on the server.

Thanks for the info and I will experiment with the backup tool. But we have
been using pst on servers for years and I would still like to know why my
command didn't work.
