admin shares dissabled

admin shares (c$, d$) are dissabled after some time or
after logoff. when we restart server service, admin shares
reappear for short duration of time, to enable the shares
permanently, we changed the registry
value "HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services
\LanmanServer\Parameters\ AutoShareWks "
to dword 1, and also checked by deleting thekey , but no
sucess

How can we enable Admin shares permanently ??

we are facing this problem on wondows 2000 server with
service pack 3, and sql 7.0, after this problem started we
applied service pack 4,
Pl. let me know what could be the possible reason and how
can we resolve it
