Address toolbar missing from selection

After logging on to my computer, I try to add the Address Bar to my
Taskbar (by the Start button). So, in some empty space, I right-click,
then go to "Toolbars." However, all that is listed is Desktop and Quick
Launch. Is there a fix for this?

Login as administrator or equivalent. Execute the following command from Start, Run:

regsvr32 /i browseui.dll

Logoff and login back.
