Address bar missing

When I go to internet options and "check" address bar"
the word "address" appears on the header but isn't
functional ... there's no place to type URL's.

Unlock the Toolbars and drag the Addressbar band to preferred location. Or,

Toolbar / Menu bar / Address bars missing or misplaced
