Additions to Windows XP's START list

Is there a way I can add a FOLDER short cut to the list which appears
above Control Panel when I click the START button? Or can one only
add PROGRAMS to this section?
I want to add a newly created folder which is currently listed in My
Documents.
 
Hi,

You can only add to the uppermost section. Place the shortcut here:
C:\Documents and Settings\All Users\Start Menu
