Adding user to Administrators

Is there a cmd, or run line (or any other way) of adding a User to the
Administrators group. Kind of like right clicking on a file you want
to install and going to run as administrator and entering the password.

Something like Start - Run - Run As Administrator Etc... Prompting for
the password and after it is entered that user is now admin

I know how to change the user group type, I was asking if there is a
cmd line or a run as function I can use so I do not have to log the
user off, log in as admin, add them, log off admin, then log in as the
user again.
