I don't know what you mean by adding comments to WAV files, but if you want
to join or merge several WAV files,

If you mean recording additional comments alongside ones already in a wav
file, try audacity:

http://audacity.sourceforge.net/

You can do multi-track recording with it, so if you wanted you could load
your wav file, then create a new track and record your comments, or anything
else, in that.
