Adding "Subject bar" to outgoing emails

What do you mean by "subject bar"? As far as I can tell, Outlook will
always give you a line on which you can enter your subject when you compose
the message. In fact, I know of no way to suppress it.
 
That would depend on your Outlook version and the editor you are using.
Please mention that information so we don't have to guess.
