Adding Public Calendars to My Calendars in OL2003

In the beta version of OL2003 I was able to add the public calendars for my office to the calendar view. I was able to have my calendar and the office calendar open side by side. Now, with the full release I am unable to add any calendar to my calendars or shared calendars unless it is under a user account. Any suggestions from anyone?

Add the public folders to Public Folders\Favorites first.
