Adding information to Outlook

My client would like to add a privacy act message at the
top of his emails (like you would a signature), however he
wants it to automatically appear at the top without having
to scroll it to the top. Is there anyway to do this? So
the cursor alway appear bellow the message?

account will be deleted without reading.
