Adding hours and minutes in formulas

I can't set the cell value to H:MM without it being a time stamp (ex:
am/pm). Hence they will not add properly when summed. It turns to time
no matter what I select. Even tried custom options. This is something
that I've wrestled with for years! Please help

I'm a bit confused by your post.

XL stores times as fractional days (e.g., 3:00 = 0.125). But format has
nothing to do with the value in the cell, so if you enter

A1: 5:30
A2: 3:40
A3: =A1 + A2 ====> 9:10

You can format time without AM/PM by choosing a 24-hour time format
(e.g., h:mm)

If you want hours, multiply the result by 24:

A3: =(A1 + A2)*24 ===> 9.16666666666667

when A3 is formatted as General.
