Adding Hotmail Account to Outlook Express

I've had some problem with my email account using outlook express.
Since a couple of days ago i could not access my hotmail account via outlook
express (other accounts ok). I get the following message

Unable to poll for new messages on your HTTP server. Account: 'Hotmail',
Server: 'http://services.msn.com/svcs/hotmail/httpmail.asp', Protocol:
HTTPMail, Port: 0, Secure(SSL): No, Error Number: 0x800CCCF4

I've tried removing the account the adding it again but still nothing.
After adding the account it tries to download the folders which comes up
with this error

Configuration:
Account: Hotmail
Server: http://services.msn.com/svcs/hotmail/httpmail.asp
User name: (e-mail address removed)
Protocol: HTTPMail
Port: 0
Secure(SSL): 0
Code: 80042007


Is this a problem with hotmail servers ??

If you are using Norton, it's possible that every time you
update the virus definitions, Norton wants to change the
settings. Try disabling the protection by going to the
options menu in Norton and unchecking the boxes for thaat
e-mail client (hotmail). Then reset the pop settings and
try again. If it works, there's your problem. Norton will
still protect your system jsut won't read the e-mail as it
comes in...
