Adding files to the shortcuts bar in Outlook 2003

I want to add certain emails to the shortcut bar in Outlook 2003, Outlook
only lets me add folders. One of our users has her Outlook setup this way,
basically she is viewing *.ift files under her Shortcuts menu, I can create
the emails as *.ofts but I can't for the life of me work out how to get them
into the Shortcut menu. Any ideas?
