Adding computer to the domain

I want my technicians to join computer to the domain.
What specifics rights I have to do.?

Do I have to make sure that this technicians is a member
of local admins groups.

What is the diffirence if I delegate a control to them to
create/delete computer objects will it work eventhough
will not give them specifics rights or it is a two way
things..
please advise.
 
Normally you would either:
Make the techs "account operators" (allows them to create users too)
Give them PERMISSIONS to add computer accounts within a specific OU
(use Delegation of Control Wizard)
