adding an email toolbar question

On my computer at home, in Outlook Express, I had the option in my new
message toolbar to click on "add or remove buttons", then "standard" then I
checkmarked "email" which added a separate formatting (font) toolbar that
shows right above the message body, rather than all the way at the top of the
email window.
Here on my laptop, when I try the same steps...it doesn't show the "email"
option to checkmark in my 'standard' options. So consequently, I can't
figure out how to add the toolbar right above the message body for easier
font adjustments in replies and forwards.
Does anyone know why? I even took my laptop home and compared Outlook
Express setting between my 2 computers, but everything seems to be set up the
same. This has been eating at me.

Note that this is an Microsoft Office Outlook forum.

Outlook Express is family of Internet Explorer and Outlook of the Office
