Adding a Windows 2000 machine to a Windows 2000 domain

When I try to add this machine to the domain, I get the
following

"The password does not meet the password policy
requirements. Check the minimum password length, password
complexity and password history requirements. "

However, on both my domain controllers, my local security
settings are as follows

Accounts Policies / Password Policy

Settings are the same for Local setting and Effective
setting

Enforce Password History: 0 Passwords remembered
Maximum password age : 0
Minimum password age : 0
Password must meet complexity requirements : Disabled
Store password using reversible encryption : Disabled

I've tried refresshing the security policy etc with no luck

See in Default Domain Policy, not in Local Policy.
