Adding a scrollbar in a single cell on worksheet

Is there a way to enable a scrollbar function in a single cell within a
worksheet?
 
There is no built in scrollbar property for a cell or anything like that.
You can rubberband a scrollbar from the control toolbox toolbar or forms
toolbar next to a cell, then link it to the cell.
