adding a registry entry Re. KB article 283063

Hi need alittle bit of help adding and entry to the
Registry in XP, not sure how to enter the VALUE 0 through
FFFFFFFE or how it should look once entered.
This is reference Knowledge Base article 283063
Any help would be appreciated.

Actually, the article is asking you to choose a value between 0 and
FFFFFFFE:

Note that a value of zero (0) disables the feature and device detection can
resume. Each time that Plug and Play does an enumeration, it counts down
one, and when it counts down to zero, it re-enumerates the hardware and then
starts counting down again from the registry value. When you reboot the
computer, Plug and Play starts the count again at the value that you typed.
