Adding a keyboard shortcut: Outlook 2003

I have been trying to add a ketboard shortcut but have
been uncessful. Please advice, I cannot find any
documentation.

The idea is to assign a shortcut such as <ctrl>Z to
automaticly open the categories.

Outlook has no keyboard shortcut mechanism other than Alt+ accelerator keys for toolbar and menu commands. You would have to use a general Windows shortcut tool.
