Adding a chm HTML Help file

I'm helping someone develop an Access 2007 application (with SQL
Server back end).

They want to incorporate a .chm file, but they don't know (and neither
do I) if this is possible from within the application. I've been
coding in Access since version 2.0 and I've never had to do a help sub-
system. Is trying to do it this way more trouble than it's worth?
Are there any other approaches? I can think of a few off the top of
my head (a "Help" button on a form that would pull help data from a
database and show in a modal form, for one).

To be honest, I haven't bothered checking whether it still applies to Access
2007.
