Addin USB 2.0 card only runs as 1.1 (XP with SP1)

Machine is a Soltek SL-75KAC/-X (Via Apollo KT133A) MB running XP Pro
with SP1. I intstalled a generic USB 2.0 card based on the Via
chipset. Ran the installation program that came with the card but all
it does I think is just renew the drivers to make sure it using the
SP1 drivers.

A check in control panel for the USB PCI card shows all the latest
drivers loaded for it(card shows up as VIA Usb Enhanced Controller.
There are also 5 instances of USB Root Hub and 4 instances of Via Rev
5 or later USB Host Controller all for the onboard USB controller

However when I plug a USB 2.0 device into the card, get the usual
message about a HI-SPEED USB device plugged into a slow speed port
etc. Clicking the message shows the Via Enhanced Host Controller/USB
Root Hub (4 ports) (in bold)/4 instances of Unused Port (not bold) and
a message saying the hubs shown in bold can support the Hi-SPEED USB
device. Strangely the hub listing is in bold yet I still get the error
message

Any ideas why this is happening?

you have recently installed SP1 on your computer, please follow the

and files that are included with Windows XP. Because USB 2.0 drivers are not
included with Windows XP, the user must follow the steps in this article to
obtain the latest drivers after installing Windows XP SP1.

Thanks. I am aware of that article and tried that fix to no avail.
When I look at the properties of the Enhanced controller, all the
drivers match up with the driver dates/release on the Microsoft web
site. Turns out the problem might to be with the VIA chipset itself.
