Add Select All | Deselect All to the "Run Rules Now" dialog

That's pretty basic stuff for a UI. It is surprising that it is not in there
already.

Why? Why would anyone want or need to run ALL rules now?
 
Why? Because the rules don't always run automatically.
If a folder that's part of your rules is disconnected or offline, or you
have multiple personal folders or your machine blows up (like mine recently
did) and you need to recreate or import rules... it's nice to be able to run
all of your rules on your inbox and on an alternate folder/inbox.

err if you re-create the rules in off-line mode, before Outlook connects
then they'll err, work.
And if you have to reformat your machine and reinstall Outlook and
re-connect your pst file, then the data in that pst file has already been
filtered by those rules....
