Add / Remove Windows Components doesn't run

When I try to run Add/Remove Windows Components from
Add/Remove Programs, the Wizard runs on its own, with out
allowing me to change what is installed, It comes up to
the windows "Configuring Components, Setup is making the
configuration changes you requested"... but I am not able
to make the config changes.

And yes, I do have admin rights, even tried running as
administrator login.

Windows XP SP1
