add/remove programs question

My friend has an old computer where she still appears to have Windows 98
Service Pack 1. She uses Windows XP SP-2 now. When she tries to remove that
Win 98 Service Pack through Add/Remove programs the computer worn her that
“it will remove Win 98 SP-1 and restore her previous Windows 98. Is it safe
to proceed? Will Windows XP allow this to happen?

This is a dual boot, to W98 or WXP, right? Running in W98 and removing
its SP1, XP won't see the change and thusly won't complain.

It is not a dual boot. The C drive is getting too small and she wants to
delete whatever is not needed. Is it safe to remove Windows 98 - Service
Pack 1 through add/remove programs?
