Add/remove programs in windows xp

Hi, I am having a problem with Add/Remove Programs. When
I open control panel and double click on the icon
(add/remove programs) it does not open. I have retried
numerous times, and I even restarted the computer and
tried again, but still nothing happens. Any help or
suggestions are appreciated. Thank you.
 
What happens if you create shortcut on desktop and try to
open it from the desktop shortcut?
 
For the time being.

Try click start | Run | type appwiz.cpl and press enter.
