Add/Remove Programs in Control Panel

I keep on receiving a Parser Message stating Value creation failed " at line
472 every time I try to access the Add/Remove Programs option in the control
panel. Even trying to access the option through the system32 directory yields
no results. I'm at a loss and my spyware program and anti-virus (Webroot's
SpySweeper and Norton Anti-virus) haven't picked up anything relating to it.
Any help would be greatly appreciated. Thank you.
