Add/Remove program dosn't work

When ever I try to acces Add/Remove programs it displays
an error message: An unexpected error occurred. Object
doesn't support this property or method. res://sp3res.dll
default.hta Line 82. What does this mean? Please respond
ASAP. Thanks
