add/remove option is missing

Help please anyone. I have windows xp and using a sony laptop, I think it's
crashing, and I went to add/remove programs to try to remove some of the
programs as it is way bogged down but when it populates the list of programs,
the change/remove option is not there???? I have recovery disks but not sure
how to use them my system retore always tells me it was unable to restore.
IT takes 15 minutes for windows to load. (I know, alot of problems) help
please
